M11.1 Call to Order
A. Cormier (Chair) called the 11th meeting of the Accessible Transportation Standards Development Committee (T-SDC) meeting to order at 9:30 a.m. on March 8, 2007.
M11.2 Housekeeping and Facility Safety
M. Dodd advised members of facility safety procedures and other housekeeping matters.
M11.3 Meeting Objectives
The Chair detailed objectives of the 11th meeting, including:
- Complete the disposition of comments on Draft 5 of the Accessible Transportation standard;
- Discuss a memo received from the Chair of the Customer Service SDC (Secretary’s Note: This item was subsequently deferred to Meeting 12);
- Discuss the Chair’s transmittal letter to the Minister (Secretary’s Note: This item was subsequently deferred to Meeting 12); and
- Revise the T-SDC workplan.
M11.4 Administrative Matters
M11.4.1 Approval of the Meeting 11 Draft Agenda
The Chair suggested the following additions to the draft agenda:
a) Memo from the Chair of the Customer Service SDC - The Chair suggested that the committee discuss a memo received from the Chair of the Customer Service SDC dated March 1, 2007 under New Business (A11.9).
The draft Meeting 11 agenda was approved with the addition noted above.
M11.4.2 Approval of the Meeting 10 Draft Minutes
The revised Meeting 10 draft minutes were approved as circulated.
A11.4.3 Membership Review
The Chair noted there were no changes to the T-SDC membership since the last meeting.
The Chair noted that Lura Consulting had been retained to facilitate the Process Review (11.5), Dispositioning of Comments on Draft 5 of the Accessible Transportation Standard (A11.6) and Development of the Workplan (A11.7). The Chair introduced D. Dilks from Lura Consulting as the Meeting 11 facilitator.
A11.4.4 Editorial Task Force – Report
M. Dodd reported that the editorial task force met on February 8, 2007 to review T-SDC Meeting 10 decisions in preparing Draft 6 of the Accessible Transportation standard.
A11.4.5 Definitions Task Force – Report
M. Dodd reported that the definitions task force met on February 19, 2007 to review Draft 5 definitions that had received comments during the review period prior to Meeting 10. M. Dodd noted that definitions task force recommendations had been included in Draft 6 of the Accessible Transportation standard.
A11.4.6 On-Demand Services Task Force – Report
K. Boehmer reported that the on-demand task force met on February 15, 2007 and that a revised, recommended clause on On-demand services was distributed to the T-SDC via email on March 2, 2007.
M11.5 Process Review
D. Dilks asked members if they had comments or suggestions for improvement on the process employed from Meeting 10 to Meeting 11. No comments or suggestions were offered.
M11.6 Dispositioning of Comments on Draft 5 of the Accessible Transportation Standard
M11.6.1 Process to Disposition Comments
D. Dilks presented a suggested plan for completing the review of comments on Draft 5 of the Accessible Transportation standard at Meeting 11. He suggested that the T-SDC might consider addressing clauses and comments in the following order:
- Proposed New Scope Clause (2);
- Proposed New Training clause (4);
- Proposed New Fixed Route Transit clauses (5.27; 5.33 to 5.39);
- Fixed Route Transit clauses not discussed at Meeting 10 (4.12 to 4.20; 4.22 to 4.26);
- Specialized Transit clause (6); and
- On-demand Taxi clause (7).
D. Dilks reminded the T-SDC of the process used to disposition comments at Meeting 10; specifically that the committee strive to agree on the intent of clauses leaving wordsmithing and editing to sub-groups of the committee. D. Dilks further recommended that once a comment had been considered and addressed, that it not be re-opened without all committee member agreement; and additional, new comments tabled during the meeting should only be addressed if all committee members agree.
The T-SDC agreed to use the approach to dispositioning comments as proposed by D. Dilks and the process as agreed to at Meeting 10.
M11.6.2 Dispositioning of Draft 5 Comments
The T-SDC spent most of Meeting 11 dispositioning remaining clauses and comments on Draft 5 of the Accessible Transportation standard. The T-SDC decided that the Editorial Task Force would be asked to incorporate decisions on remaining Draft 5 comments into Draft 6 Revision 1 of the proposed standard for committee review at Meeting 12. The following progress was made on Draft 5 comments at Meeting 11:

The committee considered all remaining comments on Fixed Route Passenger Transportation Systems and asked the Editorial Task Force to reflect decisions in Draft 6 Revision 1. |
| Specialized Transit Systems |
- The committee considered some comments on this clause and then asked the Editorial Task Force to revise the clause to reflect decisions and the following agreed to intent:
- Based on service requirements to be delivered through a family of services approach;
- Performance-based;
- Allow for prescriptive elements where required;
- Include a policy and planning clause with performance measures; and
- Include independent, transparent stakeholder input to the policy and planning clause.
- The Committee asked the Editorial Task Force to include the revised clause in Draft 6 Revision 1

The T-SDC agreed that the Chair send a letter tothe Minister encouraging her to explore oportunities for the development of a cross-sectoral emergency services and procedures standard for persons with disabilities.

M11.9 New Business
The T-SDC decided to defer S. Weeres presentation of results of an independent evaluation of the SDC process to a subsequent meeting.
The Chair suggested that discussion of the transmittal letter to the Minister, which will accompany the initial draft proposed standard, be deferred to a subsequent meeting.
M11.10 Adjournment
The chair adjourned the 11th meeting of the Accessible Transportation Standards Development Committee at 4:00 pm on March 9, 2007.
