History of Developmental Services

1996

The Ministry of Community and Social Services announced its four-year Community Living Initiative to move 978 people from facilities back into the community.

Under this initiative, the ministry closed the following facilities:

  • Midwestern Regional Centre in Palmerston (closed in 1998)
  • Adult Occupational Centre in Edgar (closed in 1999)
  • Prince Edward Heights in Picton (closed in 1999)

1997

The Government of Ontario passed the Ontario Disability Support Program Act, 1997 to provide a separate income and employment support program for eligible persons with disabilities, recognizing their unique needs.

The "Making Services Work for People" policy framework was introduced as a way to improve access to services by making the most of the residential services available in each community and to allocate resources to those most in need. The focus was on promoting increased independence for individuals with a disability.
