PwC's Final Report on the new Social Assistance Management System

On March 2, 2015, the ministry brought in PwC, as an independent third-party advisor, to evaluate, advise on and assist with the implementation of SAMS.

PwC submitted its final report to the ministry on April 30, 2015. The report includes:

  • a summary and analysis of the SAMS implementation to date
  • recommendations to improve operations and continue implementing the new system

The ministry is now reviewing the report and will determine next steps.

PwC also submitted an progress report to the ministry on March 31, 2015.

Final PwC Report on the Social Assistance Management System (SAMS)

The report from PwC provides valuable advice on addressing the most pressing issues and opportunities for improvement. It contains tangible recommendations and a clear road map going forward for the ministry, our front line workers and municipal partners. Input from our partners has helped inform this report, and we will continue to work with them as we move forward.

The report confirms what I have seen firsthand – Our hardworking front line workers are the primary reason behind why our social assistance clients continue to be served during the implementation of the SAMS technology system.

I want to sincerely thank staff for putting their clients' needs ahead of their own and taking whatever actions are necessary to reduce impacts on their clients.

I welcome the PwC report and all of its recommendations and commit to implementing them as quickly as possible.

The actions we will take in the weeks and months ahead are all about regaining the trust and confidence of our staff and partners and achieving a stable and dependable system for our staff and the clients we serve.
